Bhubaneswar: The Council of Higher Secondary Education (CHSE), Odisha, has made CCTV surveillance and live streaming mandatory in designated examination-related facilities ahead of the Annual Higher Secondary Examination 2027. All affiliated higher secondary schools and colleges have been directed to complete the installation and ensure the functioning of CCTV cameras by November 30, 2026.
In an official communication, Dr. Prasanta Kumar Parida, Controller of Examinations, CHSE Odisha, instructed the principals and heads of affiliated higher secondary schools, composite colleges, government schools and other institutions to ensure CCTV coverage in Examination Management Hub (EMH) strong rooms, examination halls and rooms, Centre Superintendent’s offices, and laboratories.
Live Streaming for Real-Time Monitoring
According to the directive, the CCTV systems must record activities in the designated areas. Live streaming must also be enabled so that officials from CHSE, the School and Mass Education Department, and the concerned district collectorates can monitor activities during the examination process.
The council has instructed institutions to install new cameras wherever necessary and ensure that existing CCTV systems are fully operational. Cameras must capture activities clearly without obstruction, with the correct date and time settings.
The systems must be tested and kept ready for use from the day question papers are received at the strong rooms and from the first day of the examination.
New Examination Centres Must Also Comply
Schools that have applied to become new examination centres must ensure CCTV installation in their examination halls and Centre Superintendent’s rooms.
Institutions declared as Examination Management Hubs or examination centres for the Annual Higher Secondary Examination 2026, along with schools eligible for new centres, have been asked to ensure the availability of the required equipment and infrastructure.
These include DVR/NVR recording systems, compatible cloud services, cameras, an internet connection with a minimum speed of 50 Mbps, a static IP address and the relevant cloud serial number.
Schools Must Update Details on SAMS e-Space
CHSE has also directed institutions to submit their college name and code, internet service provider and connection speed, DVR/NVR make and serial number, and other required technical details through SAMS e-Space.
Schools must also update their CCTV installation status through the designated link on the portal by November 30, 2026.
Exam Centres May Be Cancelled for Non-Compliance
Issuing a strict warning, the Controller of Examinations stated that failure to install CCTV systems or comply with the prescribed requirements on SAMS e-Space within the deadline may lead to the cancellation of the examination centre for both theory and practical examinations.
The council may also report defaulting institutions to the state government for appropriate action.
The directive is aimed at strengthening examination security, improving transparency and ensuring closer monitoring of the Odisha Plus Two examinations scheduled for 2027.
